Specifications include, but are not limited to: ICN is seeking bid proposals from Telecom Service Vendors for Interstate and Intrastate Telecommunication Transport Service(s) to allow for the establishment of Master Service Agreement Contracts with Vendor(s) for Telecommunication Transport Services to connect ICN Authorized User Locations in the State of Iowa to the ICN network, and occasionally to connect locations outside the State of Iowa, to the ICN network. ICN offers voice, video, and data telecommunications services at various bandwidths to its authorized users in the State of Iowa and is seeking telecommunication transport service(s) from other telecom service providers to connect ICN authorized user locations to the ICN network. ICN authorized users need connectivity to the ICN for various needs, which include, but are not limited to, main network connectivity for ICN services, redundancy, and carrier diversity. Occasionally there is the need to connect a location outside the State of Iowa to the ICN network to support the telecommunication needs of the authorized user. ICN desires to connect to other telecom transport service providers with an Aggregation Interconnect fashion (an ICN network to Vendor network connection) where applicable. This Aggregation Interconnect will allow ICN to connect multiple authorized user locations, connected by Vendor telecommunication transport service, to the ICN network on a single telecommunication transport service. ICN will also desire individual point to point telecommunication transport services. ICN is asking Telecommunication Transport Service Vendors to provide bid responses that will define their telecom service, to include, but not be limited to, the service name, the service area(s) it is available in, the service IEEE and Industry Standards it meets, the service limitations, the service level agreements, the service demarcation options, the service bandwidth options, the service delivery timelines, the service procedures for ordering new, changes, and deletions, the service term length options, and the service cost, both monthly recurring cost (MRC) and non-recurring cost (NRC); with cost to be inclusive of all cost of providing the service by term option, and connection type.
