Specifications include, but are not limited to: Provide short-term, trauma-informed programming to youth in detention, which can result in shorter detention stays and quicker release back into their community. This RFP is intended to serve youth from the 2nd Juvenile Court District which includes the counties of: Boone, Bremer, Butler, Calhoun, Carroll, Cerro Gordo, Floyd, Franklin, Greene, Hamilton, Hancock, Hardin, Humboldt, Marshall, Mitchell, Pocahontas, Sac, Story, Webster, Winnebago, Worth and Wright. Bidders may bid on providing this service to youth in one, two or all three of the following detention centers: Central Iowa Juvenile Detention Center, North West Iowa Detention Center and/or North Iowa Detention Center. The proposal and budget must be clear which centers the bidder is bidding on. The Contractor shall provide the following: 1. Intake and General Services: The Contractor shall: Work with JCS to develop a referral form and accept referrals from JCS for youth in detention. a. Provide research-based Trauma-Informed therapy and services at the detention center by personnel certified in the State of Iowa to provide therapy services which shall include but not be limited to: Individual therapy, Group or one-on-one somatic therapies, and other creative interactive interventions and options that assist a youth in becoming calmer, more focused, and strengthen coping abilities and are appropriate for the short duration that a youth is in Detention. b. Provide continuity in staff for referred youth for the duration of their stay in Detention. c. Provide Trauma-Informed therapy services that take into consideration culture, race, ethnicity, language, age, sexual orientation, gender differences and gender identification. 2. Specialized Services: The Contractor shall: a. Notify detention staff as well as JCS personnel on the mental health status of the youth after each session for youth to reveal or display suicidal ideations. i. Provide consultation to Detention, JCS staff regarding options for on-going supervision and treatment of suicidal youth. ii. Provide therapy services that address suicidal thoughts and behaviors. b. For youth who have been "on the run" or missing for a period of time, investigate with the youth the possibility of being trafficked, as defined in Iowa Code Section 710A (1). i. For youth who reveal that they were involved in human trafficking, immediately fulfill their Mandatory Reporting duty as outlined in Iowa Code Sections 232.69 and 232.70. Additionally, the Contractor shall immediately notify Detention, JCS staff.
