1. Introduction
The Robert J Dole VA Medical Center in Wichita, Kansas 5500 E. Kellogg Ave,
Wichita, Kansas Is requesting the purchase of an Audio/video System for the
Auditorium. This is needed to provide education and training to Veterans and
Staff.
2. Background
The Director’s office and Education Services are requiring a new AV system in the auditorium
to replace the current system that has surpassed its life expectancy as the current equipment
is extremely outdated and causing numerous problems. It is the only onsite Veteran and
Employee education for larger groups at the Dole VA facility. The current system is not user
friendly and requires assistance from Medical Media for operation. This can cause issues for
scheduling. It is imperative that this system must be a reliable, to provide continuous support
for training, education, and special events.
3. Scope of Work
The contractor shall provide and install the following equipment and all necessary
supplies, hardware and accessories for Robert J. Dole VA Medical Center, of Wichita,
Kansas in their Auditorium
I. AUDIO SYSTEM WITH DIGITAL WIFI MICROPHONES
a. One (1) 35‐space equipment rack with combination‐lockable front and rear doors,
caster wheelbase, ventilation fan, power distribution, and uninterruptable power supply
(UPS) shall be provided and installed at the back of the Auditorium to house audio and
video equipment.
1) Existing, owner‐furnished equipment (OFE) being reused in this upgrade shall be
removed from the existing rack and reinstalled in the new rack. The existing rack shall be
removed and returned to the Customer.
b. Three (3) wireless handheld digital microphones shall be provided and configured for
use on the stage for voice amplification through the audio system and for web
conferencing use as needed.

c. Three (3) lavalier digital microphones with battery packs and wireless belt‐pack
transmitters shall be provided and configured for use on the stage for voice amplification
through the audio system and for web conferencing use as needed.
d. Two (2) wireless tabletop digital boundary microphones and shall be provided and
configured for web conferencing use only in the Auditorium.
e. One (1) wireless access point shall be provided and installed near the equipment rack
to support wireless digital connections to the microphones.
1) All eight (8) microphones shall be able to operate at the same time.
2) One (1) 8‐station charging base shall be provided and installed in the equipment rack
for storing and charging the wireless microphones.
3) Three (3) existing wireless microphone systems shall be removed and returned to the
Customer.
f. One (1) dual‐ear headset microphone shall be provided and handed to the Customer
for use as an optional microphone choice to use in place of one (1) of the lavalier
microphones listed above.
g. Two (2) 2‐way steerable line‐array column speakers with bass extensions shall be
provided and installed on the proscenium wall with one (1) on each side of the stage.
1) One (1) existing speaker cluster suspended from the ceiling in front of the stage shall
be removed and returned to the Customer.
h. One (1) bridged, 4‐channel, 4000‐watt, network amplifier shall be provided and
installed in the equipment rack to power the speakers.
i. One (1) hearing assistance system shall be provided and installed with the audio
system to aid persons with hearing disabilities.
1) The transmitter shall be installed in the equipment rack
2) Four (4) receivers and ear‐worn speakers, and two (2) neck loops shall be provided
and handed to the Customer to lend to persons in the room as needed to receive the
transmitter’s audio broadcast. Four (4) additional ear‐worn speakers shall also be
provided to the Customer as spares.
j. One (1) 8‐input, 8‐output, 8‐flex channel digital signal processor (DSP) with control
processor shall be provided and installed in the equipment rack to manage audio inputs,
provide audio frequency equalization, hi‐pass and lo‐pass filters, echo cancellation, and
feedback suppression as needed.
k. One (1) XLR input/output wall plate shall be provided and installed on the stage‐left
apron to connect the existing OFE Vtel conferencing cart to the room’s audio system.
1) The Customer is responsible for all needs of the OFE Vtel conferencing system and
cart.
II. VIDEO SYSTEM
a. Two (2) pan/tilt/zoom (PTZ) cameras with 20x zoom shall be provided and installed for
web‐conferencing use, with one (1) near the stage and one (1) at the rear of the room.
Precise mounting locations to be determined by Ford and the Customer prior to
installation.
1) The Customer is responsible for providing all needs of web‐conferencing, including but
not limited to subscriptions of web‐conferencing providers such as Zoom, Teams, or
Webex, internet connection and bandwidth, computer peripherals, and network
infrastructure, unless where stated differently in this Description of Work. Controls of

web‐conferencing shall be via the Customer’s computer or tablet, using the online
provider’s software. This proposal does not provide training for 3rd party software, such
as web‐conferencing.
b. One (1) 226” diagonal (120” x 192”) 16:10 aspect ratio, motorized, tensioned
projection screen, black case, and high 1.3 gain fabric shall be provided and installed over
the stage. The screen shall also have additional black material (drop) on the top and
bottom of the image area to help position the projected image in a more desirable
location.
1) The Customer is responsible for providing and connecting electrical power to the new
screen.
2) The existing projection screen shall be removed from the same location and returned
to the Customer.
c One (1) 15,000 lumen, 1,920 x 1,200 resolution (16:10 aspect ratio) video projector
with laser light source and wall mount shall be provided and installed at the back of the
room and aligned with the projector screen.
1) The Customer will be responsible for providing power to the projector.
2) The existing projector shall be removed from the same location and returned to the
Customer.
d. One (1) HDMI extender set shall be provided with the transmitter installed in the
equipment rack and the receiver installed at the projector location to provide a digital
video signal to the projector.
e. One (1) lectern with veneered wood panels and casters, measuring 30"W x 27"D x
46.5"H, shall be provided and installed for use at the front of the room. The Customer is
responsible to select the desired color of the lectern from the manufacturer’s standard
options.
The lectern shall contain the following:
1) One (1) 12” wired gooseneck microphone
2) One (1) 20” LED touchscreen preview monitor for an OFE lectern computer
3) One (1) drawer for OFE keyboard and mouse
4) One (1) cable cubby with the following:
a) AC power jack
b) USB A and USB C power jacks
c) Pull‐through cable for HDMI
d) USB bridge and pull‐through USB cable for an OFE laptop to use with its webconferencing
software
5) One (1) locking, hinged, rear door
6) One (1) auto‐switcher/Cat6 encoder to send content digitally from the lectern to the
audio/video system.
f One (1) connection plate shall be provided and installed on the stage‐right apron to
allow the lectern to be disconnected and moved if desired.
g. One (1) input/output connection panel with HDMI input, 3.5mm audio output, XLR
audio input, XLR audio output, and SDI coax input shall be provided and installed in the
equipment rack for OFE devices such as a computer, microphone, and media box to
connect to the audio/video system.
h One (1) wireless presentation system shall be provided and installed in the equipment
rack to connect appropriately configured OFE devices wirelessly to the AV system.

i. One (1) 24‐port PoE network switch shall be provided and installed in the equipment
rack for communications between AV devices.
III. CONTROL SYSTEM
a. One (1) 11.6” LCD control touch panel shall be provided, installed in the equipment
rack, and configured to provide the following functions:
1) Projection Screen: Up/Down (OFE pipe hoist shall remain manual)
2) Projector: On/Off
3) Input Source Selection: Rack Panel/Lectern/Wireless
4) Audio Volume: Up/Down/Mute
5) Camera Controls: Pan/Tilt/Zoom/Presets
b One (1) OFE iPad shall be configured to provide similar control functions as the rackmounted
control panel.
1) The Customer will be responsible for all other needs of the OFE iPad, including the
purchase and configuration of the iPad and appropriate application prior to the Ford
installation.
c. One (1) wireless access point shall be provided and installed at a location to be
determined by Ford and the Customer to provide wireless connectivity with the OFE iPad.
d. Prior to programming the control system, one (1) control system submittal shall be
provided to the Customer prior to programming for review, revisions, and final approval
of the intended screen images and functionality.
1) This proposal provides for two (2) rounds of programming/design revisions following
the submittal.
e. One (1) training session on the audio/video system shall be provided for key
personnel at the completion of the installation.
f. One (1) laminated Quick Start Guide shall be provided and handed over to the
Customer to provide basic steps to start and operate the audio/video system.
g. A report shall be provided to the Customer listing the make, model number, and serial
number of the new audio/video equipment being provided for this installation. The
Customer can, at their discretion inspect and place asset labels on the equipment
following installation.
1) Some equipment may be installed in the equipment rack prior to it being accessible to
the Customer.
IV. ACOUSTIC PANELS
a. The following reinforced mineral wool acoustic panels shall be provided and installed
as listed below to help lessen undesirable frequencies and reduce echo/reverberation
experienced in the room. The panels shall be secured to the walls via paneling adhesive
and clips anchored to the walls with screws.
1) Four (4) 3’ x 6’ panels on the angled front walls
2) Six (6) 2’ x 8’ panels on the side wall pillars
3) Six (6) 4’ x 6’ panels on the high back wall
4) One (1) 4’ x 8’ panel on the lower back wall
5) Eight (8) 18” x 6’ panels above the side wall windows and doors

6) The Customer will select the desired color of the acoustic panels from the
manufacturer’s standard available options.
4. Technical Requirement
The AV public address system for the auditorium salient characteristics are as follows:
• Locking equipment rack with a UPS
• Dual Speaker system for improved sound quality and balance

• A bright 1920x1200 resolution projector with at least 15,000 lumens and a laser
light source for durability and longevity.
