All information contained in this Request for Information (RFI) is preliminary as well as subject to amendment and is in no way binding on the government. The government is requesting that restrictive or proprietary markings not be used in response to this notice. If a solicitation is released, it will be synopsized in the Federal Contract Opportunities website sam.gov. It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this RFI. The Kentucky Army National Guard is seeking vendors that may be able to perform this requirement in order to support a competitive procurement. Accordingly, the U.S. Government highly encourages all interested small businesses to respond to this source sought synopsis. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their identifying capabilities in meeting the requirements at a fair market price, i.e., information which may help support a set-aside.
The intent of the Frankfort, Kentucky National Guard is to have a local contractor that can perform the services requested due to the nature of picking up and dropping off products weekly from Boone Center National Guard post in Frankfort, KY. The proposed non-personal services contract is for Heavy Duty Central Issued Facility (CIF) Laundry and Dry-Cleaning Services to launder, dry, press, and dry-clean textiles, garments, linens, OCIE, and fabrics for the Kentucky Army National Guard (NGKY) in Frankfort, Kentucky. Attached are the draft Performance Work Statement (PWS), Performance Requirements Summary (PRS) and Technical Exhibits with nomenclature data. The contractor shall be able to provide all personnel, equipment, supplies, facilities, transportation, materials, supervision, and other items and/or services necessary to perform all laundry and dry-cleaning tasks described in the Performance Work Statement and Technical Exhibits. The anticipated need will include a 5 year base period and will be award as Blanket Purchase Agreement (BPA).
The NGKY requires laundry and dry-cleaning services to maintain the cleanliness and conditions of government owned items. This process includes pick-up/drop-off and direct exchange at the designated location(s) within the draft PWS. Laundry services include accountability, washing, drying, and packaging of specified items to meet organizational health and sanitation requirements. Further detail about required capabilities and tasks can be found in the PWS and Technical Exhibits.
The NGKY will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The NAICS codes is: 812320 – “Dry Cleaning and Laundry” with a size standard of $8 Million.
In response to this source sought, please provide:
1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, identify business size (small business), and if applicable, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.
2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.
3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination.
5. Information to help determine if the requirement (item or service) is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc.
6. Identify how the Army can best structure these contract requirements to facilitate competition, including competition among small business concerns.
7. Recommendations to improve the Army's approach/specifications/draft PWS/PRS to acquiring the identified items/services.
