Specifications include, but are not limited to: 1) The consultant shall complete topographic survey of the project area, which shall include, but not be limited to, the county right-of-way, private property boundaries, and easements (Note: Oldham County has access to a 2018 survey from the box culvert to Houston Ln that will be made available to the consultant). 2) The consultant may shall include geotechnical engineering services to investigate rock elevation for construction purposes. 3) The consultant shall provide utility coordination services. 4) The consultant shall conduct hydrologic and hydraulic design for the 10, 25, and 100- year return events. 5) The consultant shall ensure all pipes and channels are designed to carry the 10-year design storm event within the pipe or within the channel banks, respectively. 6) The bidder shall ensure all pipes and channels are checked for the 100-year design storm event. For pipes, the bidder shall confirm containment at levels below the rim opening to prevent surcharging. For channels, the bidder shall ensure no stormwater is permitted to overtop the road, be outside the right-of-way, or be outside the permanent easement boundaries. 7) The scope shall include an investigation of alternative designs (i.e., roadside ditch, curb and gutter, etc.). 8) Prepare and submit final (100%) construction plans, calculations, specifications (reference agency if utilizing existing standard specifications such as KYTC or MSD), and construction cost estimate, easement plats (approximately 22), and property acquisition documents. The final (100%) construction plans shall include the following: Cover page, a horizontal and vertical control sheet, plan and profile sheets of the storm sewer system (if applicable), typical cross sections, grading plan, structure restoration and planting plan roadway cross sections, erosion control plan, detail sheets, and general details as needed. 9) The consultant shall provide a summary of the permits needed from the Army Corps of Engineers and Kentucky Division of Water to complete the scope of work (i.e, 404, 401WQC, Stream Construction Permit, KYR10, etc.).
