The purpose of this amendment 0002 is to:
1. Update the statement of work document named - S01 Attachment A Statement of Work removing the reference to payments of bonds. This action is for a service and not construction and therefore should not have bonding requirements.
2. Add and include the document titled S01 Attachment E Questions and Answers.
All other terms and instructions remain the same.
This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) This solicitation number 12FPC424Q0146 is issued as a request for quotes (RFQ), and the acquisition procedures at FAR Parts 12 and 13 are being utilized. The resulting contract will be a firm fixed priced contract.
(iii) The Government anticipates issuing a firm fixed priced purchase order with a base year only. Award will be made to the responsible quoter whose quote responds to the terms of the RFQ and is the Lowest Price Technically Acceptable (LPTA) offer to the Government.

Background
NRCS in KY has a requirement for a wetland restoration consisting of hand planting bare root tree seedlings on WRE sites located in the following counties of Kentucky: Fulton, Green, Hart, Hopkins, Lincoln, McLean, Taylor, and Whitley. The successful contractor will be required to perform Pre-Planting site preparation and Post-Planting site preparation work, purchase the bare root seedlings, and hand plant the tree seedlings according to NRCS contract specifications. The contract calls for the purchase of 530,000 tree seedlings that will be hand planted on approximately 1213.8 acres.
