Specifications include, but are not limited to: 1. The consultantshould employ no lessthan two (2) accredited asbestosinspectors, no less that one (1) accredited management planner and one (1) accredited designer (planner and designer may be the same person with appropriate accreditations) an industrial hygienist on staff or as a subͲconsultant is preferred and shall be available within 12 hours of notification to investigate issues when requested by the St. Tammany Parish School Board. 2. An accredited asbestos inspector and management planner will review all prior inspections and management plan information on file and compare this information with existing conditions for each facility. 3. The management plan will be reviewed for compliance with requirements of AHERA and the Louisiana Department of Environmental Quality (LDEQ). Any required corrections will be made and noted in the reͲinspection.Each Management Plan will be in accordance with Title 33 of the Louisiana Administrative Code, Part III, Chapter 27 – AsbestosͲ Containing Materials in Schools and State Buildings. The 3 Year ReͲInspection will be submitted to the STPPS electronically in PDF Format and 2 hard copies bound separately. 4. All vendor inspectors that will be on STPSB property will be required to pass a full background check by LA State Police.This process is handled through the STPSB Human Resources Department and a photo id vendor tag is issued once the background check is completed satisfactorily. Field Inspections 4. Each facility reͲinspection will be completed by an accredited asbestos inspector. 5. For each facility, the inspector will complete the following tasks: a. Visually reͲinspect and reͲassess the condition of all friable known or assumed AsbestosͲContaining Materials (ACM) b. Visually inspect material previously considered nonͲfriable ACM, and physically touch the material to determine whether it has become friable since the last inspection c. Identify any homogeneous areas with material that has become friable since the last inspection or reͲinspection d. Collect bulk samples for analysis of newly friable material that is already assumed (not sampled) to be ACM, or collect additional bulk samples to fully assess the suspect materials e. Visually inspect, sample, analyze, and assess the conditions of building materials that have been added to the facility since the last inspection or reͲinspection f. Assess the condition of the newly friable material in areas where samples are collected and of newly friable material in areas assumed to be ACM. g. Reassess the condition of friable known or assumed ACM previously identified. h.Record above information on inspection logs for each facility. 6. For each facility, an accredited asbestosinspector with the state of Louisiana shall provide STPPS with 6 Month Periodic Surveillances at each facility owned or leased by STPSB required to be inspected. Vendor shall review the management plan with school administration and appropriate staff and document this in the plan book.
