1. General Program Administration o Establish and maintain comprehensive project files. o Ensure compliance with all state, local, and federal regulations. 2. Citizen Participation o Facilitate public hearings, including public notices and record-keeping. 3. Land Acquisition Compliance o Assist with compliance related to land acquisition, including easements and rights-of-way. 4. Environmental Review and Compliance o Conduct and document environmental reviews as required. 5. Financial Management o Manage financial aspects, including the preparation of Requests for Payment, financial reporting, and ensuring an acceptable financial management system. 6. Public Facilities/Construction Management o Assist in bid document preparation, oversee the bidding process, manage construction contracts, and conduct inspections. 7. Labor Compliance o Ensure compliance with labor standards, including reviewing payrolls and conducting on-site interviews. 8. Fair Housing/Equal Opportunity Compliance o Develop and implement policies for fair housing and equal opportunity, including Section 504 compliance and fair housing analysis. 9. Program Monitoring and Closeout o Monitor the project throughout its duration and assist with project closeout, including preparing necessary documentation.
