Specifications include, but are not limited to: 1) Demonstrate prior experience conducting similar evaluations related to workforce and economic development efficacy and programmatic outcomes. 2) Demonstrate expertise in qualitative and quantitative data analysis and program evaluation of the same or similar funded programming. 3) Draft, negotiate, and finalize the proposed evaluation design, including tailoring data collection and evaluation metrics for each project within the program portfolio. 4) Manage all data collection processes, including entering formal agreements with appropriate entities as needed. 5) Meet regularly with program organizations to provide support and ensure compliance with data collection processes. Analyze program components and conduct structured and/or unstructured interviews with project leaders, appropriate organization staff, and participants.
