Specifications include, but are not limited to: OPSB will retain an independent consultant to analyze existing costs associated with special education services and to identify potential opportunities for improved efficiencies. A. Experienced professionals will provide analysis and interpretation of multiple data sets (i.e., special education, local education finance data, enrollment data, etc.) to NOLA Public Schools. B. Organization must have a team of strategic thinkers that can analyze data and complete projects in a timely manner. C. Organization and/or team members must have some knowledge of current landscape, governance structures, and Special Education services within NOLA Public Schools. D. Organization must have experience with analyzing costs and programmatic resources associated with implementation of special education services and identifying potential opportunities for improved efficiencies. E. The consultant will work with NOLA PS and other stakeholders to mutually identify the necessary data to complete the analysis with NOLA PS being a facilitator of all relevant data collection efforts. F. While NOLA PS will provide access to data sources initially thought to be needed for completion of scope, contractor will specify other data sources required if found to be needed during the course of scope. G. The contractor will be required to submit itemized invoices to Holly Parker for approval. Detailed, written verification reflecting all services provided will be required.
