Specifications include, but are not limited to: Snow Plowing Services will be performed at: Armed Forces Reserve Center (AFRC) 300 Hildreth Street North Bangor, ME 04401 Plowing area in total is approximately 185,91O sq. ft. When there is an accumulation of two inches or more of precipitation, the successful Contractor agrees to remove and clear snow and sand designated areas without interruption with reasonable diligence and/or the Point of Contact (POC) of the Facility will notify the Contractor when the precipitation is two inches or more. The parking lot will be cleared not later than 6:00 am. The contractor may have to return plow and sand depending on the severity and duration of the storm. BP54 (Rev 10/2017) 5 Priority of areas needing to be cleared shall be as follows: Main Entrance Road (1 mile) Parking Area (approximately 130,590 sq. ft.) Road to the Bangor Training Site (BTS) range (1/4mile) (See facility drawing, Appendix C). In sanding of the main entrance road and parking area, the contractor will use sand/salt mixture. meeting Maine DOT specs https://www.maine . gov/mdot/contractors/publications/standardspec/ Contractor may need to return on non-precipitation days to apply additional winter sand due to snow drifts or refreezing. The employees of the facility are responsible for the shoveling and sanding of all door, stair/steps, and walkway entrances to the facility - Not the Contractor. All gates to compounds will remain free from snow build up to allow ease of access. Gated Compound shall be on a Will-Call Basis (POC of the facility will notify the contractor), based on 4" accumulation (approximately 55,320 sq. ft.). When snow pile sites become to large snow will need to be removed and will be hauled to a snow dump area on Hildreth Street North after normal work hours of operation (7:00am to 4:30pm). http://www.maine.gov/dep/water/wd/snow_discharge/index.html Any snow/ice built up next to the facility windows, entrance doors or overhead doors will not be done until the POC of the Facility notifies DFE. The contractor is responsible for repairing damages to any of the facility, lawns and/or curbing, and road shoulders. The Contractor is encouraged to mark areas and or objects subject to damage such as Fire Hydrants, curbs, road shoulders, to reduce damages. Road-side shoulders should not be plowed in any way that will erode the integrity of the shoulder. All damages will be repaired in the springtime on or before May 31st unless of an emergency nature, such as a broken fire hydrant. All such emergencies must be repaired to industry standards in accordance with all applicable rules and regulations. Equipment Requirement: The contractor will supply enough equipment to include a minimum of (1- five-yard capacity front end loader and 1 ten-yard dump truck and 2 or more 1- ton or bigger plow trucks capable of clearing a 8' to 1O' swath and 2 truck mounted sanders) to adequately complete the snow removal and sanding in a timely manner The contractor agrees to contact the Facility POC's if for some reason the entire property cannot be completed within (6) hours after completion of the precipitation event. The Contractor must not put snow into any area's designated as environmental practices or policies. The Contractor will be responsible for repairing any damage and/or removing any silt or dirt build up caused by their snow removal in the Environmental retention areas at no cost to the Department. For any extra sanding the facility POC and/or the Security Guards will notify DFE Assistant Superintendent of Buildings for approval and call the contractor when approved. Vendor must supply a machine operator who has experience and is capable of piling snow to the highest level possible with a five (5) yard loader. Operator must have experience building and operating a snow dump area. Additional Tasks Additional tasks may not be performed until authorization from Facility Manager has been given to the Contractor. The Facility Manager will contact the Contractor to give approval for the work listed below. Any precipitation at this facility that is piled in the designated area will immediately be remove and hauled1/8 mile to a designated snow dump on the Hildreth Street North on the Concrete Pad (see Map - Figure 1) during the day. In anticipation of classes the contractor can move the snow piles after normal business hours of operation see the Point of Contact (POC) of the Facility for the class schedule. The contractor will haul and pile the snow on the concrete pad only and not push the snow on any grassy area or into the tree line. The snow dump area meets all environmental protection requirements for minimum water body setback and best management practices (BMP) (see Appendix C - Department of Environmental Protection, chapter 573)F. Within 30 days of the contract award and/or renewal, the contractor shall be responsible to provide a written report (with photos) to the Contract Administrator and Program Administrator of any existing damage to the Departments property. The contractor shall be responsible for repairs of any items not noted in the submitted report, resulting from plowing, removal and hauling operations.
