A. Data and methods must comply with the City’s Stream Monitoring Quality Assurance Project Plan (QAPP), which is intended to meet DEP and EPA quality standards. The QAPP is included in this RFP as Appendix D. Each stream will be monitored using three (3) ONSET Computer Corporation HOBO data loggers (U20 water level logger, U24 Conductivity logger, U26 Dissolved oxygen logger), which the City owns. One (1) additional U24 conductivity logger, also provided by the City, will be deployed on a single site in a stream of the City’s choosing each year for the deployment period. Data loggers must be in a protected housing and secured with a lock and tether. Loggers and protective housings are supplied by the City. Pre-deployment calibration and setup will be done by the successful Proposer. B. The successful Proposer will be tasked with assisting the City in all aspects of stream monitoring. Annual stream monitoring costs shall include meeting time with City staff, QAPP review and updates, providing needed field supplies such as zip ties to secure field equipment, minor repairs to stilling wells or stream gauges, replacement DO sensor caps (six (6) annually) for U26 loggers, equipment calibration, field meters, cleaning supplies, administration, and all incidentals. C. The successful Proposer shall deploy monitoring equipment as soon as the snow and ice threats have passed in March or April (no later than April 30th). Deployment of data loggers at one (1) established site with an installed stilling well and stream level gauge in each of the six (6) streams, and the additional U24 conductivity logger at the site specified by the City, will be done by the Successful Proposer. The successful Proposer shall maintain the loggers and download data weekly at all seven (7) sites during the deployment period. Maintenance checks will include at minimum: cleaning the loggers and housings, noting the site and logger conditions, and downloading data. It is preferred that the same staff member complete maintenance checks throughout the season. Downloaded data from maintenance checks will be provided to the City. The data loggers will be taken out of streams in late November or early December as the weather requires, but no earlier than November 15th.
