This is a Sources Sought notice only. This is not a request for quotes and no contract will be awarded from this announcement. The Government will not provide any reimbursement for responses submitted in response to this Source Sought notice. Respondents will not be notified of the results of the evaluation. The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 811310, (Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance) with a size standard $12.5M. The Department of Veterans Affairs (VA), Network Contracting Office 1 (NCO 1) is seeking to identify any vendor capable of providing laboratory assessments and fume hood decommissioning per the requirements below. Refer to the Statement of Work (SOW) below for the requested requirement description. The standard shall be of quality; meeting or exceeding those outlined in the SOW. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. Information received from this Sources Sought shall be utilized to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. Submission Instructions: Interested parties who consider themselves qualified to provide these services are invited to submit a response to this Sources Sought Notice by 5:00 PM EST, 27 December 2024. General The Lessor shall provide all labor, materials, equipment, tools, supplies, services, and supervision to decontaminate and decommission lab equipment to including but not limited to a fume hood, sink, and casework. All components and workmanship must be compliant with all applicable Federal, State, Local, and VA codes and regulations. All work must be coordinated through the Contracting Officer Representative (COR), Joseph Ramage; joseph.ramage@va.gov. The Contractor must coordinate with the COR for scheduling. Background The building located at 251 Causeway Street contained medical spaces. The assessment of these spaces has been requested and the requested work and a description of the spaces are described as follows: 1. Lab 38, Former Dental Lab. It is the responsibility of the former tenant/occupant to remove the chemical fume hood and central island. The hood, ductwork, and room plumbing (2x sinks, 1x cup sink), and surfaces will be assessed for contamination. The demolition items will be assessed for suspect asbestos containing materials (ACM) (composite benchtop, cove base, composite hood baffles and chemical storage cabinet liner, any areas that would be disturbed). 2. Lab 265, Pharmacy. 1x sink will be assessed (copper). No ACM assessment needed. 3. Lab 264, Former Blood Lab. Assess surfaces and 2x sinks. No ACM assessment needed. 4. Lab 242, Blood Draw Room. Assess surfaces, 1x sink (copper). No ACM assessment needed. 5. Lab 240, Methadone Dispensary. Assess surfaces, 1x sink. No ACM assessment needed. The assessment activities will be performed utilizing methods and procedures consistent with good commercial and customary practices designed to conform to applicable regulations, guidance, and accepted industry standards. Scope Contractor will coordinate with vendors and service providers, as needed, in support of work. Laboratory Assessment Contractor will conduct an inspection of the facility for evidence of debris, chemical residual, and contamination. Horizontal surfaces, cabinets, wastewater system components and fume hoods shall be inspected. Representative and worse case surfaces shall be screened for pH and oxidizers for the possible presence of chemical residuals. Each decontaminated area shall be screened with a four-gas meter (oxygen, carbon monoxide, hydrogen sulfide, and the lower explosive limit), photoionization detector for total organic vapors, and a Jerome meter for mercury. Asbestos Assessment Contractor will mobilize to the Site concurrently with laboratory assessment activities and arrange necessary access to assess the appropriate locations. A Massachusetts license asbestos inspector will be utilized to perform the work. The following activities will be performed: · Conduct a visual and tactile assessment for suspect asbestos-containing material in and around the island and fume hood and associated casement in Laboratory 38, the former dental lab. · Collect representative suspect samples according to the EPA Asbestos Hazard Emergency Response Act (AHERA) protocol. · Analyze ACM Samples by Polarized Light Microscopy (PLM) at a laboratory certified by the American Industrial Hygiene Association (AIHA) and NVLAP. · Contractor will prepare a letter summary of the inspection results and findings. The summary will included: a summary of visual inspection results, photographs, a description of the sample locations, laboratory analysis report, and identify and estimate quantities of ACM. The summary will be included as an appendix to the laboratory assessment report. Any ACM abatement needed will be identified. A summary report shall be prepared documenting areas of work, work conducted, waste disposal, observations, photographs, screening information, laboratory analysis, any remediation necessary, any ACM abatement needed, and a certification by an environmental professional. The report shall be provided in electronic format. Contractor remove the fume hood and casework. The work will be initiated after assessment and confirmation of hazard free conditions. The chemical fume hood, associated casework (including island), and repair of floor penetrations will be performed. The associated plumbing, gas, wastewater, cold/hot water, will be cut and capped. The fume hood ventilation will be cut and capped. The electrical and fire alarm systems servicing the fume hood and island will be cut and secured. Waste will be removed by alternative source.
