SOURCES SOUGHT: The VA Connecticut Healthcare System, West Haven Campus, located at 950 Campbell Avenue, West Haven, CT, has a requirement for a Firm Fixed Price design build construction contract for project number 689-25-113, Animal Research Facility (ARF) Chiller Replacement Design Build. Although the emphasis is on Service Disabled Veteran Owned (SDVOSB) and Veteran Owned (VOSB) Small Business, the Government is interested in any size firm (small or large) and any socio-economic category that has the capability to perform this project to determine an accurate acquisition strategy. This procurement will be conducted in accordance with FAR 36.301, use of two-phase design-build selection procedures. PROJECT DESCRIPTION: The scope of this project is for the planning through final design and construction to replace the Animal Research Facilities (ARF) chiller system located on the 9th Floor of Building 2 on the VA CT Healthcare System (VACHS) West Haven campus. These improvements are required to correct the negative environmental conditions being caused by failure of the existing chiller system. This project is to be contracted as a Design-Build service and shall include architectural, electrical, mechanical, plumbing, HVAC, construction and all such systems and components necessary to achieve the project goals presented in the attached scope of work. The project includes design, demolition, and construction of a new chiller system for approximately 13,000 gross square feet. The new chiller system will utilize the existing rooftop dunnage, plumbing, and existing connections. This is not a Request for Proposal: the purpose of this notice is to determine if there are qualified SDVOSB or VOSB and Small Businesses that have the experience for this work and if such firms are interested in this procurement and if there is a set-aside opportunity. The NAICS Code is 238220 and the small business size standard is $19 million. The PSC is Z1DB. The magnitude of construction in accordance with FAR 36.204 is between $500,000 and $1,000,000. To qualify as interested in this project, information pertaining to the following six (6) (five if not responding as a joint venture) components must be submitted in response to this Sources Sought Notice. All firms responding must be registered in SAM. (1) Statement of Intent that a Proposal/Bid will be submitted to the future Solicitation for this project, which said Statement of Intent shall include the company s System for Award Management Unique Entity Identifier (SAM UEI) Number and the company s Data Universal Numbering System (DUNS) Number; (2) Verification through VetBiz on the Vendor Information Pages (VIP) as a SDVOSB or VOSB under the NAICS Code of 238220, if applicable; (3) Evidence of successful previous design-build experience for HVAC systems. Discuss experience with AE partners in a design-build environment and the success of the design with relation to the construction. Identify the number of changes during construction resulting from errors and/or omissions of the AE firm. Ensure that your response includes contract number, title, AE or construction partner, the agency that issued the contract, date of contract performance, a synopsis of the work performed, original contract price, and final contract price. (4) Evidence of bonding capacity and insurance both expressed in dollars. Include your current available bonding. (5) Evidence of the company s ability to perform at least twenty-five percent (25%) of this requirement in accordance with Federal Acquisition Regulation (FAR) 52.219-14: Limitations on Subcontracting. (6) If responding as a joint venture, provide proof of a valid Joint by supplying the UEI and names of respective JV. A joint venture may be considered eligible if it meets the requirements in 13 CFR part 128, and the managing joint venture partner makes the representations under paragraph (b) of that section. Note, the SDVOSB or VOSB managing partner must perform 40% of work provided by the joint venture. All six components (first five if not responding as a joint venture) must be submitted, in sufficient detail, prior to the designated deadline for a determination on available and interested SDVOSBs, VOSBs, or SBs. Failure to submit each of the six components (first five if not responding as a joint venture), as identified above, will result in a Contractor not being considered as an interested party.
