This solicitation is reserved for only application submitted/certified local small businesses timely registered with the County’s LSBRP. This solicitation thus comes under County Code, sections 11B-17A; 11B-65; 11B-70 and Executive Regulation 21-05AM. The County seeks proposals from qualified, experienced entities to provide maintenance, support, and continued development of the existing Community Connect Portal. This Request for Proposals (RFP) also requires the development of a provider portal application to capture operational, business and functional requirements. The County intends to award one contract as a result of this RFP. The total estimated Fiscal Year 2026 compensation for the contract resulting from this RFP is approximately $3,200,000.

All compensation payable under the contract resulting from this RFP is subject to and contingent upon the County Council’s appropriation and encumbrance of funding for the program described in this RFP. In the event the County receives additional funding requested under this RFP, the County reserves the right to expand the existing scope of services for the resulting contract. Such additional services are not guaranteed and will only be requested if funds for additional services are appropriated and encumbered by the County. Additional services will be added during negotiations or via a contract amendment to the contract resulting from the solicitation.
