2. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. Solicitation W912K6-24-Q-0027 is issued as a request for quotation (RFQ). This is a new contract and there is not an incumbent currently performing these services.
3. Using FAR Part 13, Simplified Acquisition Procedures: we are issuing a Request for Quote (RFQ) from the Maryland Army National Guard, Child and Youth Program Office that has a requirement for personnel, equipment, tools, materials, supervision, and quality control for 2 State Summer Camps. Dates and PAX count listed below. Place of Performance: Performance shall be at a self-contained camp that is located within 75 miles of the Baltimore, MD region. Please refer to the PWS as part of this announcement for further details
This solicitation has been set aside for Full and Open competition under the 721214 NAICS Code. The PSC code is G003. The Government intends to award a Single, Firm-Fixed Price Contract for this requirement. Selection will be made based on the lowest price most advantageous to the Government. The successful awardee must be able to meet all technical
requirements in the PWS to include location, food, and lodging. Quotes are due back to the government NO LATER THAN 21MAY 2024 at 1300 Eastern Standard Time (EST). Late quotes will not be accepted. Questions are due NLT 14MAY2024 1700 EST.
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools,
materials, supervision, meals, quality control and non-personal services necessary to perform
Child & Youth Summer Camp events as defined in this Performance Work Statement (PWS)
except for those items specified as government furnished property and services. The contractor
shall perform to the terms, conditions, and standards in the contract.
Background: The Maryland National Guard Child and Youth Program provides

teambuilding, resiliency, and leadership opportunity for Military Dependents. These summer camps will facilitate youth leadership training that focuses on leadership training and life-skill building activities that prepare youth to cope with the challenges of being a military youth and reduce risk-taking behaviors. The summer camp will target both youth/teen between the ages of 5-18 and challenge them to perform activities and events at a more advanced level. The youth are given the opportunity to participate in challenging group activities to focus on leadership, resilience, and teamwork skills, as well, as foster the development of life skills and avocations.
12. SCOPE:
Contractor tasks: The contractor shall provide a safe, family-friendly venue to teambuilding, resiliency, and leadership opportunity for Military Dependents, lodging, and meals for up to 40 attendees for the YOUTH event on 24 June 2024 and 30 attendees for the TEEN event on 05 August 2024. The venue must provide lodging for Youth and Teen members, as required in this PWS, Paragraph 5.2. The venue must have a meals breakfast, lunch, and dinner. All rooms shall be in the same general area and separated by gender, and not be shared with guests outside of our group for security purposes. Venue shall limit entrances to the camp areas on the days of event. A dedicated representative from the prime vendor shall be on-site the day of the event to resolve any issues on-the-spot with venue from 1:00 pm to 5:00 pm on the day of the events. The dedicated representative shall not be designated or delegated to a member of the venue staff. The contractor shall perform the following tasks to deliver the requirements services. The contractor shall meet these specifications to demonstrate its technical, operational, and administrative expertise in support of the MDARNG CYP objectives.
The contractor shall provide lodging with beds for approximately 70 youths and 6 adult chaperones in enclosed buildings with access to electricity, air conditioning, running potable water, and bathroom/shower facilities for the Youth Camp iteration 24 June – 28 June 2024 and Teen Camp iteration 05 August – 09 August 2024.
Meals: All meals shall provide 13 meals, 4 snacks. They are of Vegan, Gluten-free, dairy-free options available for both Youth and Teen camps. The breakfast will consist of but not limited to choose of (eggs, fruit, cereal, yogurt, coffee, tea, choice of juices, hot and iced water beverage, condiments). The lunch will consist of but not limited to choose of (choice of main dish entrees, choice of side dishes, salads, bread, dessert, coffee, tea, hot and iced water, additional beverages). The dinner will consist of but not limited to choose of (main dish entrees, choice of side dishes, salads, bread, dessert, coffee, tea, hot and iced water, additional beverages).
Venue shall provide meal menus with estimated cost that takes into consideration the following factors: cost, nutrition, suitability for mixed population of adults, teenagers and children, and ability to respond to special dietary requirements. Final menu must be approved by KO in coordination with YR Event Planner Staff. Venue should provide two at minimum.
