SOURCES SOUGHT TECHNICAL DESCRIPTION FOR SERVICES
INTRODUCTION:
The Defense Health Agency Contracting Activity (DHACA) Northeastern Healthcare Operations Contracting Division (NEHO-CD), Falls Church, Virginia is seeking information on business sources that can provide personal service support as synopsized below.
The purpose of this Sources Sought is a means of conducting market research to gain knowledge of interest, capabilities, socio-economic information, and qualifications of members of the business community who can support this requirement and to identify parties having the resources to support the requirement to provide academic institution-affiliated Emergency Medicine physicians and physician assistants to the Department of Emergency Medicine at Walter Reed National Military Medical Center (WRNMMC), Bethesda, MD. The intention is to procure these services on a competitive basis.
PLACE OF PERFORMANCE:
Services shall primarily be performed at Walter Reed National Military Medical Center, Bethesda, MD 20889.

It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.
PROGRAM BACKGROUND:
The Contractor shall provide academic emergency physicians and emergency physician assistants for the National Capital Region at Walter Reed National Military Medical Center (WRNMMC), Bethesda, MD. While providing services under this contract, the emergency physicians shall have continued employment and academic affiliation with an accredited academic Emergency Department (ED) that teaches medical students and Emergency Medicine residents and has a fellowship training program for an Emergency Medicine subspecialty.
- Emergency Department Physicians:
Scope of Work: The Emergency Medicine physicians shall provide a full range of emergency medicine services in accordance with privileges granted by the Commanding Officer, to include, but not limited to the assessment, evaluation, diagnosis, and initial treatment of patients of all ages with any symptom, illness, injury, or condition. In addition, physicians stabilize patients with major and life-threatening illnesses or injuries of all body systems and assess all patients to determine whether additional care is necessary. These health care professionals (HCP)s may summon appropriate on-call specialists when deemed necessary and continue medical management until the arrival of appropriate specialist. HCPs may admit for inpatient care in consultation with a treating physician in accordance with MTF policies. HCPs shall be required to maintain Standard Core Privileges in Emergency Medicine as defined by the American College of Emergency Physicians (ACEP) Model of Clinical Practice and the American Board of Emergency Medicine (ABEM). In addition, they will be required to teach didactic lectures, perform bedside teaching, and train multiple levels of non-emergency medicine students, interns, and residents as well as varying levels of military personnel.
General Requirements: Emergency Department Physicians must be Emergency Medicine board-certified or board eligible (with follow on board completion within two years) and shall carry out their responsibilities in accordance with the Standard Core Privileges in Emergency Medicine as defined by the American College of Emergency Physicians (ACEP) Model of Clinical Practice and the American Board of Emergency Medicine (ABEM) or American Osteopathic Board of Emergency Medicine (AOBEM). Physicians should have a current certification in Advanced Cardiac Life Support (ACLS), Basic Life Support (BLS), and Pediatric Advanced Life Support (PALS). Individuals must have two years within the last three years (including most recent year) of experience as a full-time Emergency Physician in an academically affiliated Emergency Department (ED) that teaches medical students and/or residents and it fully accredited by the Accreditation Council for Graduate Medical Education (ACGME) and has no less than 30,000 annual ED visits. Physicians must have or obtain a current, valid Drug Enforcement Administration (DEA) registration umber prior to performing services.
- Emergency Department Physician Assistants:
Scope of Work: Emergency Department Physician Assistants shall provide a full range of Physician Assistant services in accordance with privileges granted by the Commanding Officer (e.g., advise and provide general screening and medical care and examinations of patients for routine, acute and chronic conditions involving any and all organ systems; diagnose, treat, and counsel patients as indicated). Additionally, that shall request consultation or referral with appropriate physicians, clinics, or other health resources as indicated. They will order diagnostic tests as applicable. Must be able to prescribe and dispense medications as delineated by the Pharmacy and Therapeutics Committee and promote preventative and health maintenance care. Other duties include teaching and overseeing nurse practitioners and physician assistant students as assigned along with mentoring other medical professionals working in the Emergency Department to enhance clinical operational readiness.
General Requirements: The Emergency Department Physicians Assistants shall carry out their responsibilities in accordance with Department of Defense (DoD) and hospital policies as well as state licensing regulations. They must have graduated from a physician assistant training program accredited by the Accreditation Review Commission on Education of the Physician Assistant (ARC-PA). They are required to have two years of Emergency Department experience within the last three years. The Physician Assistants should have a current certification in National Commission on Certification of Physician Assistants (NCCPA), American Heart Association (AHA) Basic Life Support (BLS) for healthcare Providers or American Red Cross (ARC) Cardiopulmonary Resuscitation for the Professional Rescuer, and AHA/ARC Advanced Cardiac Life Support (ACLS)/Advanced Life Support (ALS).
Other requirements: These positions have a mandatory seasonal influenza vaccination requirement and are therefore subject to annual seasonal influenza vaccinations. Applicants tentatively selected for appointment to these positions will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations.
ELIGIBILITY: The applicable NAICS code for this requirement is 621111 with a Small Business Size Standard of $14.0 million. The Product Service Code is Q201. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.
ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT)
Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 12 pitch. The deadline for response to this request is no later than 3:00 PM EDT, 05 December 2024. The Government requests the following information be provided:
1.) What type of work has your company performed in the past in support of the same or similar requirement?
2.) Can or has your company managed a task of this nature? If so, please provide details.
3.) Can or has your company managed a team of subcontractors before? If so, provide details.
4.) What specific technical skills does your company possess which ensure capability to perform these tasks?
5.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, UEI number, etc. Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company’s ability to perform at least 50% of the tasking described for the base period as well as the option periods.
6.) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern.
7.) Responding companies must demonstrate the willingness and capability to
provide the services identified in this Sources Sought to help the Government
determine prospective contractors.
The estimated period of performance is anticipated to be a 12-month base period, and four (4) twelve (12) month option periods with performance commencing in Fiscal Year 2025.
The contract type is anticipated to be a Firm-Fixed-Price.
Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal.
All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
