Specifications include, but are not limited to: 13.1 The Contractor’s staff shall be licensed barbers/cosmetologists by the State of Maryland and be over the age of eighteen. A copy of the licensure shall be submitted with the bid. 13.2 The Contractor shall have a minimum of two licensed barbers/cosmetologists available to provide services weekly and an additional one as a backup for holidays, vacation, sick leave, etc. 13.3 The Contractor and staff shall be experienced with cutting and styling hair for men and women, and hair types of various ethnicities. The Contractor shall be capable of providing various hairstyle cuts as well as special services including braiding, pressing, and curling. Services shall meet the following specifications: 13.3.1 Haircuts: Basic styling with no mohawks, sculpting, weaves, or extensions. 13.3.2 Beard trims: Basic styling. 13.3.3 Blow dry or press & curl: Blow dryer, electric hot comb, or curling iron only, no chemicals. 13.3.4 Braiding: Single French braid style. Cornrows must be tightly braided to the scalp. 13.3.5 Gel Twist or Lock Re-twist: Basic styling, no weaves or extensions. 13.4 The Contractor shall provide services at the Detention Center in accordance with the weekly demand from inmates. The average number of haircuts done per month is 110. These numbers are not to be considered a commitment or guarantee. The numbers are only an estimate of the average demand for services. The actual number of services can change week to week or month to month.
