This document provides information and bid proposal elements necessary for interested parties to respond to the request for proposals to provide a Cannabis Education Needs Assessment. Purpose: Caroline County Health Department is issuing this Request for Proposals to seek the services of a consultant, consulting firm, organization or entity to conduct surveys and focus groups in Caroline County to gather information on current levels of knowledge about cannabis use, effects, laws, and opinions. It is this agency’s intention to obtain services, as specified in this RFP, for a contract between the successful Bidder and the Caroline County Health Department. This agency intends to make one award to a single Bidder whose proposal is deemed the most advantageous to the Caroline County Health Department. Bidder must be able to provide all services and meet all of the requirements requested in this solicitation. Services: The Bidder shall: 1. Create a survey to administer to youth, adults/general public, Primary Care Providers, and community partners in order to evaluate current levels of knowledge about cannabis use, effects, laws, and opinions in Caroline County. 2. Provide and distribute gift cards to survey and focus group participants. 3. Provide detailed reports of gift card distribution. Detailed report parameters and deadlines established by Caroline County Health Department. 4. Conduct at least three (3) focus groups to better assist in the direction for education/outreach planned for State FY 26. 5. Provide written report synthesizing results of the surveys and focus groups. 6. Provide recommendations for tailored responses to build educational and prevention capacity around legalized adult-use cannabis, public health risk, and health equity efforts.
