The City will contract with the selected firm to perform a City-wide sidewalk network inventory and conditions assessment. The work includes collecting geographical data, condition data, and processing and analysis of recorded data for all sidewalks in the City’s public rights-of-way (ROW). The work also includes providing recommendations for prioritizing repairs. The proposal shall include the following within the scope: - The initial data collection procedures for assessing all City sidewalks and collecting and documenting all sidewalk deficiencies. The data shall be organized in a numerical Sidewalk Condition Index (SCI) with a score from 0-100 and a description of the methodology used for grading the conditions. - The initial data collection procedures for developing a City-wide curb ramp ADA compliance program based on the following attributes: ramp slope, cross slope, road slope and cross slope, flare slopes, ramp width, landing area, and tactile mat (truncated/sensory domes) per current Maryland State Highway Administration standards. The data shall be organized as pass or fail. Failure data shall be further organized into subcategories with the intent of prioritizing the repairs. - Sidewalk segment identification should align with the street segment identification in most recent pavement condition survey (City will provide). - All data collected shall be provided in a format that allows the City to manage the overall sidewalk condition and curb ramp database, repair strategies and capital planning. - Project Initiation/Kick-off: Proposer shall meet with City staff and review existing limited data provided by the City, review integration with the City ArcGIS software products and Cartegraph asset management system.
