The City requires the following services as part of its Comprehensive Plan proposal. The consultant that is selected by the City is expected to create a user-friendly “place-based” document using GIS mapping, illustrative master plans, renderings, and other visualizations at a variety of scales to graphically depict pertinent information for each element of the Plan. The “Elements” provided below are for informational purposes only. The actual structure of the Plan may be comprised and written differently than what is conveyed. A. PUBLIC VISIONING PROCESS. This process should promote public engagement and input. Methods and tools typically used for outreach are engaging, interactive, and generate excitement within the community. This typically includes one or more community charrettes combined with community walks of the city. The charrette should infuse interactive table exercises, a mark-up of aerials, illustrative plans, social media, visual preference surveys, etc. B. COMPONENTS OF THE COMPREHENSIVE PLAN DOCUMENT. 1. Provide a List of Community Themes that are Promoted Throughout the Entire Document. These overarching ideas or concepts shall serve as a guide for the development, economic, and social well-being of the city. They provide an overview of the STRATEGIES, GOALS and POLICIES that are emphasized within the various ELEMENTS of the plan.
