UMGC is issuing this solicitation for the selection and implementation of an “off-the-shelf" software-as-a-service (“SaaS”) solution for its curriculum and catalog management needs. UMGC requires a comprehensive, fully integrated curriculum and catalog management system (“CCMS”) that offers efficient internal management of curriculum governance procedures – from design, to review and approval, to implementation, and all related procedures – as well as the production of an external-facing online catalog. The intent of this Request for Proposals (“RFP” or “Solicitation”) is to provide CCMS solution providers an opportunity to present their product and qualifications in relation to the needs of UMGC. UMGC prefers to award the CCMS solution manufacturer; however, resellers will be considered. Proposals that concisely present the information requested in the order and manner requested will be considered more favorably than a Proposal (“Proposal” or “Offer”) from an Offeror of commensurate qualifications that displays a lack of organization, conciseness, or attention to detail.
