Specifications include, but are not limited to: This open-ended, on-call Contract is to provide the Maryland State Highway Administration with a qualified contractor to provide Heavy Duty Towing Service when in winter events in Allegany a nd Garrett Counties. The limits of this Contract work may extend to the other maintenance shops in this District, should extenuating circumstances dictate the need. The purpose of the truck used under this contract will be to provide an additional truck that will act as a backup for emergency events, if deemed necessary bymanagement. Both Allegany and Garrett Counties currently have a contract in place for their own emergency heavy duty towing vendor – the contract being advertised here will serve to provide an additional truck that will serve as the backup to those other existing contracts and will only be utilized at the discretion of the Assistance District Engineer for Maintenance.During such an event, the primary goal of the administration is to safely keep traffic moving in order to avoid extensive congestion of traffic and safely enable SHA forces to perform winter maintenance activities by detection and aggressively relocating disabled private and commercial vehicles, clearing them from the road way.
