At the operational level, JFHQ-DODIN has Directive Authority for Cyberspace Operations (DACO) with the mission to operate, secure, and defend the DoD Information Network (DODIN). DISA is the DODIN Area of Operation tasked with the mission to operate, secure, and defend the Defense Information System Network (DISN). Within the cyberspace operating environment, both cyber technologies and threats continue to evolve and adapt rapidly presenting both opportunities and challenges. To keep pace with these threats DISA seeks to increase the ability to inspect, detect, and quickly respond to malicious cyber activity (MCA) at key defensive points including its global Internet Access Points (IAPs).
Full Content Inspection (FCI) cyber defensive capabilities is based on emerging commercial technologies that increases the ability to inspect full-session network traffic before it approaches the perimeter, enhances the ability to detect MCAs including zero-day threats, and allows for a wider range of fast response options and actions to detected activity.
DISA, in support of the DoD, is seeking information from commercial vendors and integrators that can provide a full content inspection (FCI) managed cyber security service that will be hosted on premises at (10) select, global DISA Data Centers. Although, the physical infrastructure will be hosted in DISA Data Centers, the commercial vendor/integrator will manage FCI remotely via a secured, vendor-provided platform that operates in conjunction and collaboration with DoD cyber analysts to defend DoD networks and users against cyber threats.
