This Invitation for Bids (IFB) is issued to procure the goods or services, as specified in this Section 2, from a contract between the successful bidder(s) and the Maryland Department of the Environment (MDE), Land and Material Administration, is requesting Price Bids from qualified vendors for High quality Calcium Oxide that will be loaded pneumatically into the following doser silos in Garrett and Allegany Counties (Site location description below). The vendor will be required to meet the quality of Calcium oxide described and be able to deliver the material to the five (5) listed delivery points. Payment will be based on the price per ton quoted multiplied by the number of tons delivered to each site. The selected contractor will only be paid for the actual tonnage amount at the price per ton specified in the bid. Payment for the material and delivery shall be made to the contractor based upon submission to the AMLD of the supplier’s invoice after delivery is completed. The term of the contract shall be for three years from the date of issuance. Minimum Quality of Calcium Oxide – Typical Gradation (All typical gradations are measured at point of loading – plant) as follows (MAXIMUM SIZE/% PASSING): 5/16”/100, 10M/8.2, 14M/6.3, 20M/2.1. Chemical analysis – 93% or greater of total CAO. Requests for certification of the calcium oxide quality may be required without notice. Garrett County Locations Kempton Air Shaft Doser – the access road to the doser site is located off of Kempton Road, approximately 2 miles east of Rt. 219 in Tucker County, WV. The doser is located approximately 2 miles off Kempton Road on a gravel road which enters into Garrett County, MD. This area is subject to significant snowfall. The AMLD is responsible for snow removal on the access road therefore coordination with the AMLD for deliveries is extremely important. Vindex Doser – the doser is located approximately 2 miles east of Rt 38, on Vindex Road. Vindex Road is maintained by the county. The road is a combination of hard surface and tar and chip. The county maintenance ends prior to the Doser. The access road from the “end of county maintenance” to the doser and the truck turn-around is maintained by the AMLD. Shallmar Doser – the doser is located approximately 2 miles north-west of Kitzmiller, on Shallmar Road. The doser is about 250 feet off the county-maintained road, with a good gravel access road. Kitzmiller Doser – the doser is located at the Kitzmiller Sewerage Treatment Plant at the end of East Main Street. Allegany County Location McDonald Mine Doser – the doser is located at South Railroad Street SW, Barton, Allegany County, MD 21521. Access to the site requires coordination with the AMLD to avoid truck clearance issues at a nearby railroad crossing.
