Specifications include, but are not limited to: 1. Review and analysis of existing site conditions and project background information. 2. Review City of Frederick planning documents to include the Parks and Recreation Master Plan, the 2020 Comprehensive Plan, the 2030 Strategic Plan, and the Historic District Guidelines (applicable for Mullinix) as to align park design with desired planning goals. 3. Verification of site surveys, including the topographic and tree surveys, the Natural Resource Inventory and Forest Stand Delineation (NRI/FSD), public and private utilities, and other man-made and natural features. Consultant shall identify and map all utilities impacted by the project site and coordinate with all relevant utility companies on utility relocation, improvement and/or construction undertaken by the utility company. 4. Preparation of a project schedule. 5. Complete Archeology Study as applicable in accordance with Sec, 603 of the City of Frederick Land Management Code. 6. Review of existing geotechnical information and preparation of supplemental geotechnical investigations, soil tests, analyses and recommendations if required. 7. A pre-design site assessment and refinement design plan based on existing site conditions, feasibility, budget, and opportunities for incorporating sustainable design approaches and best management practices. 8. Review and prioritize program elements and develop budget reduction strategies. 9. Preparation and approval of a Final Forest Conservation Plan (FCP) or exemption, if required. 10.Preparation and approval of a revised Stormwater Management Concept (SWMC) Plan for the project area to reflect any changes to the design from the original Stormwater Management Concept Plan if required. 11.Preparation and approval of final stormwater management and erosion and sediment control (ESC) plans if required. Preparation of a recommended site utilization plan (as part of the SWMC/ESC plans) including site access and stockpiling area(s). 12.Preparation of a demolition and site protection plan, including measures for tree and soil protection, and the salvage/recycling of materials, etc. 13.Preparation of a complete set of civil, structural, landscape, lighting, and electrical plans including technical specification, details, profiles, computations, and other relevant drawings. 14.Preparation of itemized cost estimates with line items to reflect work that may be included as bid alternates. Provide updated cost estimates at each phase of design. Modify plans and documents as required at each stage and before moving to the next stage to ensure the project scope remains within budget. The final cost estimate shall match the format and detailed itemization included in the standard bid form. 15. Identification of, application for, and acquisition of all required site and building permits, approvals and utility coordination required for construction of the project. 16.Participation in meetings with City staff and Commissions as required. 17. Engage in adequate public outreach including community meetings and design charettes, surveys, etc., to involve and update the community on the design status and project schedule. 18.Preparation and distribution of minutes from all project-related meetings. 19.Preparation of complete bidding documents.
