Specifications include, but are not limited to: he Maryland Department of the Environment, Land and Materials Administration,Mining Program is responsible for the enforcement of COMAR 26.20.22 and 26.21.01.21-.24 regulating the use of explosives in conjunction with mining statewide. There are complicated technical aspects associated with blasting operations that the staff of the Mining Program cannotmanage thus requiring consultation from a specialist within the explosive/seismic monitoring field. Due to the complexity of blasting operations and the hazardous impacts they can have,the Mining Program intends to contract for two separate small procurement contracts. The work will be the same for each division of the Mining Program; however, there will be acontract issued for each division. One contract will be for an amount not to exceed $7,500for the Bureau of Mines and one contract will be for an amount not to exceed $5,000 for theMinerals, Oil, and Gas Divisionfor a24-monthperiod with one or more firms that is highly specialized, well experienced and knowledgeable in the explosives/seismic industry on an"As-Needed" basis. The Mining Program is requesting bids from blasting vibration specialists/geotechnicalfirms to provide consulting services throughout the State.
