The Maryland Department of Health (MDH) is seeking a Psychiatric Nurse Practitioner to provide parttime (20 hours/week) psychiatric care for the adults with intellectual disabilities who reside at the Potomac Center and Secure Evaluation and Therapeutic Treatment (SETT) facilities in Hagerstown, Maryland. The Potomac Center and SETT are residential care facilities for intellectually disabled individuals who may have co-existing mental disorders; the Potomac Center has 62 licensed beds, and the SETT, which is a secure Forensic facility, has 32 licensed beds. Neither facility is currently at full capacity at the time of this solicitation. The Psychiatric Nurse Practitioner is charged with the duty of evaluating, diagnosing, admitting, treating patients, and making discharge and aftercare plans for the patients admitted to the Potomac Center/SETT facilities. The Psychiatric Nurse Practitioner supports the mission of the organization through active participation in clinical efforts to provide treatment in a recovery-oriented environment. The scope of work for this Contract shall include: 1. Overview: a. Supply a licensed Psychiatric Nurse Practitioner to provide part-time (twenty (20) hours per week) psychiatric care for the adults with intellectual disabilities who reside at the Potomac Center and Secure Evaluation and Therapeutic Treatment (SETT) facilities in Hagerstown, Maryland. Contract term is 6 months (26 weeks); total working hours (not including mandatory training specified in item #5 below) are 520 (26 weeks x 20 hours/week =520). i. Services are required on-site at 1380 Marshall Street, Hagerstown, MD 21740. ii. The Psychiatric Nurse Practitioner must be comfortable working with individuals who have intellectual disabilities (including dual diagnosis/co-existing mental disorders), who are court ordered to the facilities and may experience maladaptive behaviors, including self-injurious behavior (SIB), stereotypic behavior, and aggressive/destructive behavior. 1. For the purposes of this solicitation, “intellectual disabilities” is as defined by Code of Maryland Regulations (COMAR), Section 10.67.01.01B (89). 2. Job Duties of Psychiatric Nurse Practitioner: a. Responsible for evaluation, assessment, and diagnosis of psychiatric conditions of individuals admitted to and residing at the Potomac Center and SETT either on admission or by referral from Interdisciplinary Team (IDT) after admission. i. Receives, reviews, organizes, and summarizes all information that accompanies the individual. ii. On admission, documents Mental Status Exam and relevant team discussion as soon after admission as practicable. iii. Documents admission contact contemporaneously. iv. Completes template to provide comprehensive, succinct overview of individual’s life history, analysis of factors resulting in current admission, assessment of need for psychiatric diagnosis, current psychiatric medications, review of previous medication interventions, assessment of medication effectiveness, assessment of side effects, interplay of somatic illness possibly impacting illegal behaviors. v. Provides diagnostic conclusions and generally discusses how psychiatric illness has compromised community success. vi. Places comprehensive evaluation/assessment on chart within twenty-one (21) days of admission to the facility. b. Prescribes and manages psychotropic medication to address identified target behaviors signaling psychiatric illness with the goal of optimizing individual’s quality of life and opportunities for community integration.
