The City is seeking a Firm/Individual to assist with the following objectives: 4.1 Project will define and document portions of the National Register-listed Havre de Grace Historic District in the first phase of developing a form-based zoning code for the downtown area, which will enable stronger controls over changes to properties and infill development, in the phase of developing a form-based zoning code for the downtown area. 4.2 Work with local residents and business areas of the newly defined district to determine a future vision for that area. 4.3 Based on that vision, and the 2024 Comprehensive Plan’s goals, objectives and implementation guidelines, create a use schedule for the new district. 4.4 Examine the existing zoning code, site plan ordinance, subdivision ordinance, sustainable landscape ordinance. 4.5 Provide a report with the following 1) Proposed changes to the Zoning Code resulting in modernization to better meet the current and future needs. 2) Suggestions on how the Codes can be combined to create a streamlined Uniform Development Code (or similar).
