Chapter 61 of the Acts of 2022 as codified in ED §§ 10-601, 10-646.4, and 10- 657.6 authorizes the Maryland Stadium Authority (“MSA”) to finance up to $200,000,000 for site acquisition and the planning, design, and construction of sports and entertainment facilities. On September 6, 2023, MSA and Charles County (“County”) entered into a Memorandum of Agreement that formalizes the relationship and role of each in the execution of necessary improvements to the Regency Furniture Stadium (“Project”) to ensure compliance with the Professional Development League (“PDL”) Standards recently adopted by the Major League Baseball (“MLB”). Through this solicitation, MSA is seeking a highly qualified Architect/Engineer (“A/E”) firm to provide the preliminary design services for the stadium improvements described in this Request for Proposal (“RFP”)
