AMENDMENT 01
The purpose of this Amendment is to provide answers to questions that were received, and the associated updated solicitation documents. All other terms and conditions - including submission deadlines - remain unchanged.
The Questions and Answers have been attached as Attachment J-8. A revised Attachement J-4 is attached, based on one edit noted in the Q&A. The RFP document has minor edits highted in green.

This notice, in accordance with Federal Acquisition Regulation (FAR) 5.207, is posted by the National Oceanic and Atmospheric Administration (NOAA), Corporate Services Acquisition Division (CSAD), to announce the issuance of a Request for Proposal (RFP) for the Professional, Scientific, and Technical Services (ProTech) 2.0 - Weather Domain ("ProTech Weather 2.0"). ProTech 2.0 - Weather Domain is a Multiple Award (MA), Indefinite-Delivery, Indefinite-Quantity (IDIQ) total small business set-aside solicitation.
The ProTech services solution is a suite of MA IDIQ contracts consisting of four Domains: Satellite, Fisheries, Oceans, and Weather. These Domains provide resources in support of the National Oceanic and Atmospheric Administration (NOAA) to include its Line and Staff Offices. Where applicable, the contracts may also be used by other Bureaus within the Department of Commerce (DOC).The ceiling dollar amount for all orders under all ProTech Domains is $8,000,000,000. Each Domain has its own IDIQ contract with multiple awards. The services provided under the ProTech Weather Domain primarily support NWS, as well as all other NOAA Line and Staff Offices. This includes, among others, science-based organizations, such as the NWS National Centers for Environmental Prediction (NCEP), Meteorological Development Laboratory (MDL), Office of Water Prediction (OWP) and regional centers, OAR laboratories such the Earth System Research Laboratory (ESRL), OAR program offices such as the Climate Program Office (CPO) and Weather Program Office (WPO). This furthermore includes programs such as the Hurricane Forecasting Improvement Project (HFIP), Advanced Weather Interactive Processing System (AWIPS), the Observations Portfolio (e.g., Automated Surface Observing Systems (ASOS), Next Generation Weather Radar (NEXRAD), Radar Next), and the Joint Technology Transfer Initiative (JTTI).
Ordering Period:
The ordering period of ProTech Weather 2.0 is a five-year base period and one five-year option period, for a total of 10 years, if the option is exercised. Once the ProTech Weather 2.0 MA IDIQ is awarded, task orders will be issued and awarded in accordance with FAR 16.505 procedures.

The assigned NAICS code for this acquisition is 541330 - Exception 3, with a size standard of $47 million.
