Specifications include, but are not limited to: The selected Offeror shall serve as a consultant to assist the MSDE, DEI/SES M&A Section with monitoring activities. Consultants may be required to travel Statewide to perform the deliverables of this bid board. Consultants would be responsible for analysis of early intervention and special education services, services/related services, restraint and seclusion documentation, Alternate Framework participation, and policies and procedures from targeted data accumulated through various monitoring activities. The following deliverables are anticipated: 1. Collect data from recorded reviews, interviews, observations, and other activities. Document the results to determine if procedures are compliant with IDEA Part C and Part B and COMAR. 2. Review corresponding LITP’s, LEA’s, and PA’s policies and procedures to determine compliance with federal and State requirements. 3. Document trends, summarize data, and provide initial analysis to support technical assistance and training pertaining to the Maryland general and alternate assessments and IEP Specially Designed Instruction. 4. Use technical resources in the collection and analysis of data; and 5. Maintain a monthly work log of activities to be submitted to the Monitoring and Accountability Section with your monthly expense report and disbursement chart.
