SUPPORT OF THE Department of defense (DoD) BIOMEDICAL RESEARCH
Objective:
This is a Request for Information (RFI) for market research purposes only and is requesting information from private entities (academic, non-profit, and commercial). It is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. No solicitation document exists or is guaranteed to be issued as a result of this RFI. The Joint Project Manager for Chemical, Biological, Radiological, and Nuclear Medical (JPM-CBRN Medical) under the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND) is seeking information on the current and future supply of NHPs of specific species and origin that will support existing and future DoD biomedical research efforts.
Background:
JPM-CBRN Medical is interested in determining the current and future market availability of non-human primates (NHPs) for Science and Technology (S&T) and Advanced Development programs that utilize the FDA Animal Rule. It is well known that the NHP supply chain has been constrained due to many factors, including export bans, volatile demand signals, and a sharp increase in biomedical research in response to the SARS-CoV-2 pandemic. Therefore, it is critical to engage with private entities (academic, non-profit, and commercial) to understand their capabilities in supplying the DoD programs with a consistent and long-term stream of NHPs that are of a single species and origin to help guide program development.
Requirements:
The Government is seeking data on the current and future inventory of Cynomolgus macaques of various Asian origins. The responses should address the specific requirements in the Market Research Objectives.
Market Research Objectives:
For this specific market research, the objective is to determine the current and future supply of Cynomolgus macaques of various Asian origins and the availability of these NHPs from domestic vs. international sources. This data will provide insight into which origins are positioned for long term use in DoD programs.
NHPs of interest: Cynomolgus macaques of 1) Cambodian, 2) Vietnamese, 3) Philippine, 4) Indonesian, and 5) Mauritius origin.
The following questions are for each of the five (5) origins identified as the NHPs of interest.
Current and Projected Inventory
- Are you able to provide the NHPs of interest?
- Are these NHPs domestically available for purchase?
- Are these NHPs imported to fulfill orders?
- What is your current inventory of the NHPs of interest?
- Of this inventory, how many are currently available for purchase?
- Of this inventory, how many are available for purchase on a yearly basis?
- Are you currently breeding the NHPs of interest?
- If no, do you anticipate establishing any breeding colonies?
- What is the forecasted year that NHPs would be available for purchase?
- How many NHPs would be available for purchase on a yearly basis once established?
- If you are currently breeding:
- What is the forecasted inventory of the NHPs of interest for the next five (5) years?
- What is the forecasted inventory that is available for purchase the next five (5) years?
NHP Specifications
- Provide specific information about the type of animals supplied i.e. wild caught, farm/ranch raised, purpose bred, specific pathogen-free, and/or naïve etc.
- What endemic diseases have been seen in your inventory of the NHPs of interest?
- Do these originate domestically or from the country of origin?
- What is the average age of the NHPs of interest you are importing?
- What age ranges are currently available for purchase?
- Are you able to procure, or provide from a domestic source, juvenile NHPs?
- What is the age (years or months) at which you would define the following?
- Juvenile NHP
- Adult NHP
- What is the average weight of the NHPs of interest at the following intervals?
- 1 – 2 years of age
- 2 – 4 years of age
- 4 – 7 years of age
- ≥ 7 years of age
- If applicable, do you see differences in age to weight relationships in your domestically raised NHPs vs. imported NHPs?
- If yes, please briefly describe that variability either in a short sentence or with data
- Are you able to provide equal numbers of males and females?
Logistical
- For imported NHPs, identify any logistical issues faced in the procurement and/or shipment of the animals from their country of origin to the contiguous United States.
- What is the typical time required to import NHPs from OCONUS suppliers?
- Do you anticipate any major disruptions to the supply chain of imported NHPs?

- Note: the Government would prefer the quantitative data in a Microsoft Excel format, where applicable. This file will not count towards the maximum page limit.
Administration:
The Government will retain comments and information received in response to this RFI. Proprietary information should be identified as Company Proprietary. Do not use Government security classification markings.
