The U.S. Army Medical Research Acquisition Activity (USAMRAA) is issuing this sources sought notice (SSN) on behalf of the U.S. Army Medical Research Institute of Chemical Defense and the U.S. Army Medical Research Institute of Infectious Disease as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for supplying non-human primates.
USAMRAA previously issued a multiple-award Blanket Purchase Agreement (BPA) that resulted in two BPA awards with an ordering period from 17 November 2023 through 16 November 2028. Per Federal Acquisition Regulation (FAR) 13.303-6(b)(2), the contracting officer that entered into the BPA shall "maintain awareness of changes in market conditions, sources of supply, and other pertinent factors that may warrant making new arrangements with different suppliers or modifying existing arrangements." FAR 13.303-5(d) also allows the contracting officer to establish additional BPAs to facilitate future purchases if (i) Recurring requirements for the same or similar supplies or services seem likely; (ii) Qualified sources are willing to accept BPAs; and (iii) It is otherwise practical to do so. Response to this notice may play into the decision of establishing additional BPAs.
This notice is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this notice. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or BPA. In keeping with the standards of FAR Part 10, the Government may request additional information from responders. Responders are solely responsible for all expenses associated with responding to this notice or any follow-up information request. All information received in response to this notice or any follow-up information request that is marked Proprietary will be handled accordingly. Responses to the notice will not be returned. At this time, questions concerning the composition and requirements for a future request for proposal will not be entertained.
The scope of this requirement covers the purchase, testing, quarantine, housing, and shipping of the non-human primates. In particular, the requirement covers Specifc Pathogen-Free Macaca Mulata (Rhesus) primates (Chinese or Indian origin), Macaca Fascicularis (Cynomolgus) primates (Chinese or Mauritius origin), Cercopithecus Aethiops (African Green ) primates, and Callithrix Jacchus marmosets.
Interested parties are requested to submit a capabilities statement of no more than three (3) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 5:00 PM, Eastern Time, 06 December 2024.
