BACKGROUND
The NOAA, Office of Space Commerce (OSC), is the principal unit for space commerce policy activities within the Department of Commerce (DOC). Its mission is to foster the conditions for the economic growth and technological advancement of the U.S. commercial space industry. OSC is seeking a commercial System Integrator, including Cloud infrastructure and provisioning services, for the Traffic Coordination System for Space (TraCSS). The TraCSS fulfills the 2018 US National Space Council released Space Policy Directive-3 (SPD-3), which instructed the DOC to establish space traffic coordination service for space operators.
TraCSS is the Department of Commerce's enterprise solution for ingesting, archiving, processing, and disseminating Space Situational Awareness (SSA) data and products. TraCSS provides conjunction analysis and warning services to satellite owner/operators and will expand its capabilities to encompass appropriate data and services for the launch and entry phases of missions. The system will store data from the Department of Defense, NOAA, commercial SSA data providers, satellite Owner/Operators (O/O). The TraCSS system will operate 24 hours per day, 7 days a week.
PURPOSE
To identify sources, including small and socioeconomic small business concerns, capable of performing the following capabilities as a PRIME Contractor (as specified in the attached draft PWS):
- Has previous experience in the space situational awareness/space traffic coordination/space traffic management domain.
- Has previous experience operating and maintaining IT operations for high impact information system, NIST Special Publication 800-53 Rev. 4 or later and can maintain an Authority to Operate while integrating third-party data and services.
- Has previous experience with agile development methodology and execution.
- Is able to provide support for a 24/7 continuous operation.

RESPONSE DEADLINE AND REQUESTED INFORMATION
Vendors are encouraged to submit their response that addresses the capabilities identified above and in the attached PWS via Google Form. The Government welcomes industry comments, questions, and suggestions that will aid in its understanding of industry capabilities and finalizing the PWS. The Government has provided the Google Form questionnaire for streamlining responses. Responses are due no later than 1:00 pm ET, December 6, 2024.
