The purpose of this procurement is to identify and select towing vehicle contractors to assist the County in enforcement of the abandoned vehicle law. Towing services will be provided in three Geographic Zones: • North Zone: The area bordered by the District of Columbia, Montgomery County, Howard County, Anne Arundel County and Route 50; • Central Zone: The area bordered by the District of Columbia, Route 50, Anne Arundel County and Route 4; and • South Zone: The area bordered by the District of Columbia, Route 4, the Potomac River, the Patuxent River and Charles County. The County intends to select qualified contractors for each of the three Geographic Zones (Zone(s)) and will rotate service requests among selected contractors. A Bidder may submit a bid for multiple Zones if it can provide documented evidence showing that it has the required equipment, personnel and facilities to service more than one Zone simultaneously. Contractor shall be required to: (a) tow vehicles from public property, and (b) tow vehicles from private property as a result of a court order obtained by the County. Contractor shall use good faith efforts to provide towing services within 30 minutes of the service request for a vehicle located within ten miles of the contractor’s place of business; in all events, service shall be provided within one (1) hour of request.
