Specifications include, but are not limited to: The Maryland Department of the Environment (MDE or the "MDE –Abandoned Mine Land Division") is issuing this Request for Proposals (RFP) in order to providetechnical assistance in the area of mining engineering, mine reclamation, and any other related services necessary for project development and implementation. The selected Contractor shall perform the services of a general contractor for the Department, either directly providing consulting services or subcontracting for the needed services as described in this RFP. The Contractor is expected to provide Technical Services to support the Abandoned Mine Land Division’s (AMLD) or the Bureau of Mines’ (BOM) responsibilities for regulating mining and accomplishing mine reclamation activity in the following areasa) hydrology -how coalmining and mine reclamation affects the properties and distribution of water on the earth’s surface;b) hydrogeology –how coal mining and mine reclamation affects the properties and distribution of water below the earth’s surface;c) biology -how coalmining and mine reclamation affect terrestrial and aquatic plants and animals life;d) geochemistry –how coal mining and coal mine reclamation affect the chemistry of land and water;ande) engineering –mining engineering or civil engineering.
