Specifications include, but are not limited to: The Consultant will be responsible for providing comprehensive threat and vulnerability risk assessment at the Pimlico Racing Facilities. This process shall include: 1. Taking a prevention-oriented, multidisciplinary approach that assesses engineering and architectural elements of facilities, building and security operations, technologies, and policies and procedures. 2. Identifying hazards, threats and vulnerabilities related to public assemblies, mass gatherings and professional sporting venues at the new Pimlico Racing Facilities in design; 3. Evaluating the effectiveness of existing mitigation strategies, protective measures, technologies and security practices; 4. Recommending changes and providing risk-based strategic direction for future security initiatives aligning with industry standards, security best practices, and peer facilities; and The CTVRA shall examine a broad range of hazards and threats, and prioritize the highest natural, technological and human caused risk events, in generation of the report referenced in 3.5 (f), and shall include but not limited to: 1. Active Assailant, Active Shooter and High-Angle Attacks 2. Hostile Vehicle and VBIED Threats 3. PBIED Threats 4. UAS/Drone Threats 5. Social, Political and Civil Unrest 6. Food Defense and Foodborne Threat 7. Natural, Climate and Weather Threats 8. Mass Casualty Incident 9. Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) 10. Bomb Threats, Suspicious Packages, Suspicious Mail 11. Criminal Activity 12. Insider Threat and Sabotage
