The Massachusetts Commonwealth Health Insurance Connector Authority (the “Health Connector”) is seeking a business consulting vendor to revise and improve documentation for the agency’s full array of business functions, resulting in a comprehensive, agency-wide set of updated Standard Operating Procedures governing the organization’s technical, operational, legal, policy, communications, financial, and administrative activities and responsibilities. The purpose of this effort is to: (1) equip the organization with a comprehensive set of current business processes documented by business function and (2) create a system for organizing and updating these documents that can be used to ensure that all agency responsibilities and business functions have clear documentation that outlines process steps, owners, dependencies, and timelines as standard and expected best practice.
