Specifications include, but are not limited to: Under the terms of statewide contract FAC103, Category 2, the Massachusetts Department of Fire Services (DFS) seeks snowplowing and snow removal services along with sanding and salting for the Winter 2022/2023 (ending on 3/31/2023) at the Springfield Campus located at 100 Grochmal Avenue, Springfield, MA 01151. The selected contractor shall perform services in accordance with the scope of services listed below. DFS is looking for a lump sum seasonal price which shall include at a minimum 13 plowable storms. Contractors may propose alternative services/pricing which provide equivalent, better or more cost effective snow removal services. The Department of Fire Services will determine if a proposed alternative method of performance achieves substantially equivalent or better performance. Alternative services and/or pricing must be clearly identified on the pricing sheet below or as a separate attachment to the pricing sheet. Contractors should be aware that a path between the Main Gate and the Apparatus Bay shall be maintained to accommodate our two emergency response vehicles. These vehicles respond 24/7/365 from our campus. This area shall be cleared at all times during a snow event for emergency response. Services shall include: The contractor shall plow when 3 inches of snow has accumulated. This is measured by the contractor at the pavement, not to include drifts. Depending upon the time of the snowstorm, it is imperative that the service be provided by 5:00am and 5:00pm. The contractor shall not plow or sand/salt within 3 feet from any parked vehicles. The Department of Fire Services shall attempt to remove all obstructions prior to snow removal services being completed. Snow shall be removed from all paved areas and as much of the concrete areas surrounding the burn building and ladder tower as practical and safe. Snow shall be cleared from all walkways up to building entry doors. All walkways should be cleared by 5:00am and 5:00pm. De-icing materials of the contractor’s choice shall be applied to the parking areas in the front of the entrance gate and the parking area in the rear of the campus and all connecting driveways. Sand shall be the only de-icing material applied in the drill yard. The contractor shall not apply salt in the drill yard. Bidder may not charge for sanding/salting during a plowing session. The Department of Fire Services shall de-ice all walkways and the contractor is not required to apply de-icing material to walkways. Prior to the first frost, the contractor shall be responsible for marking and staking off property to avoid damaging infrastructure, landscaping, training props, etc. In the event the contractor damages any turf by snow plowing or snow blowing, the contractor shall repair and re-seed the damaged turf in the spring season, no later than March 31, 2023. The Department of Fire Services shall report, in writing or by email, any property damage caused by the contractor as soon as physically possible after each storm or when visible. The contractor shall repair any damage that occurs during the snow removal season by March 31, 2023. Damage shall include, but is not limited to: curbing, shrubs, trees, turf, paving, manholes, catch basins, street shut offs, bollards, buildings, props, doors, fencing, walls, walkways, parking lot lighting, signs, vents, hydrants, etc. Contractor is not responsible for removal of snow via pay loading or hi-lifting or removal of snow from the roof. The Department of Fire Services may request those services separately should the need arise via a quote request. Contractor shall also provide a separate cost for sanding the drill yard and a separate cost for salting parking lots when plowing is not necessary. Invoicing for independent sanding/salting (when there is no plowing) should be sent monthly for payment. Interested contractors shall provide an annual lump sum seasonal price for the plowing season which must include a minimum 13 plowable storms for each winter season. The Contractor may increase the minimum number of storms covered under the seasonal price. Please indicate below if your seasonal pricing includes any additional number of plowable storms covered by the lump sum price. A “storm” shall be defined as one day = one storm. In the case of an overnight storm, the storm shall be counted as one storm. Contractors shall additionally provide clear pricing for each storm after the annual quota is met. The pricing should be all inclusive of services required and listed in #1 through #6 (plowing of the lots, clearing of walkways and sanding/salting). Contractor must provide pricing for independent sanding/salting during weather events or situations where plowing is not needed. Contractors must provide pricing as requested but may provide a secondary alternative pricing structure for consideration if such alternative is more cost effective. Please clearly identify any alternative services/pricing. Bid packages shall be evaluated on the basis of, but not limited to bid completeness, references, prior work history with Department of Fire Services and pricing. Bidders are strongly encouraged to attend the site visit.
