The DOER intends to issue a grant, funded by the MVRF, to Action, for an amount not to exceed $6,698,580.75, so that MVRF funding can be integrated into the Mass Save low-income program. MVRF funds will be utilized only for qualifying energy efficiency, electrification, and barrier mitigation measures at qualifying projects, and associated services such as project facilitation and technical assistance, in the affected communities. Of the MVRF funding granted to Action, it is expected that at least 80% ($5,358,864.60) will be granted to qualifying projects that reduce energy costs and carbon footprint (i.e., Action will provide these funds to approved contractors who install approved measures for approved projects), and no more than 20% ($1,339,716.15) of the MVRF funds granted to Action will be utilized for other costs associated with implementing approved projects such as project oversight and contractor management. Contracting with Action will provide funding for efficiency, electrification (including rooftop solar PV) and barrier mitigation measures above and beyond what Mass Save will provide, thus enabling more buildings to become more efficient or install heating systems that don’t use fossil fuels. The DOER’s intent to grant MVRF funds to Action is based on the fact that Action provides a proprietary product, i.e., pursuant to M.G.L.c. 25, section 19(c), Action implements the Mass Save low-income program in the affected communities and MVRF funds pursuant to Section 2.28.3 are being integrated into that program.
