Data on Commercial Motor Carrier (Truck and Bus) Insurance Coverage, Costs, and Claims

This RFI is for information and planning purposes only and is a market research tool to determine the availability and adequacy of sources prior to determining the method of acquisition and possible issuance of a Request for Quotation (RFQ). This RFI does not constitute a solicitation for bids, quotations, and proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
BACKGROUND
John A. Volpe National Transportation Systems Center (“Volpe”) in Cambridge, Massachusetts is seeking to identify potential sources to assist the Volpe Center in conducting research on behalf of the Federal Motor Carrier Safety Administration (FMCSA) related to liability insurance coverage for commercial motor carriers. As part of this research, the Volpe Center requires data on the following:
(1) truck and bus companies’ liability insurance coverage levels,
(2) the annual cost of this coverage, i.e., premium costs, and
(3) the dollar value of liability claims paid under those policies.
To adequately perform this analysis, the Volpe Center requires data that is at the lowest possible level of aggregation, ideally at the level of individual carriers, policies, and claims. However, some level of aggregation is acceptable if it still allows for analysis of measures of central tendency and dispersion. In addition, it would be preferred if the data was in a format that would allow truck and bus data to be analyzed separately, and HAZMAT versus non-HAZMAT data to be analyzed separately, and for bus data to be analyzed separately dependent on vehicle size (greater or less than 16 person capacity). Anonymized data are also acceptable, but it should be possible to associate the three streams of data at the entity level using some form of identifier.
The vendor will be required to provide data in machine-readable form such as CSV/XLS. Alternatively, the data could be provided via an interactive dashboard, provided that the Volpe Center will be able to download the data for use in perpetuity on its own systems. The vendor shall provide documentation that explains how each variable is defined, the source for each data item, and the nature of any recalculations or recoding.
The purchase of this data subscription will include a perpetual license to use this data in research and analysis activities for all Volpe Center and FMCSA staff.
Interested vendors may submit a sample image or illustration of the dataset or product that they can provide and/or information about how previous clients have used their data product for similar types of research.
It is estimated that the data subscription may be purchased and accessible for analysis and/or download by June 1, 2024.
Interested Contractors should submit a written Capabilities Statement referencing in sufficient detail their capability to meet the requirements stated above. Each response shall reference the Sources Sought title, Contractor's name and the following Contractor information:
- Point of Contact (along with telephone and email address)
- Entity has an active Unique Entity ID (UEI)/CAGE Code and has a current active registration in the System for Award Management (SAM) at www.SAM.gov
- Entity does NOT appear on the Excluded Parties List
- Business size for NAICS code 524298 as registered in the System for Award Management (SAM) and any specific socio-economic category of the entity
