Specifications include, but are not limited to: 5.1. Convention Center Car Park Background. The Convention Center Car will be a new, state of the art parking facility in Springfield located at the site of the old Civic Center Garage. The Facility will be owned by the Authority and is expected to have around 800 spaces. The Facility will include electric vehicle charging stations, a new PARCS system with pay on foot kiosks as well as pay in lane technology. The Facility will also house retail space in the same building as the garage, as well as an adjacent pavilion that may host events in addition to those taking place at the MassMutual Center. The selected Contractor would not be responsible for the retail space or the events on the pavilion, however bathroom access for pavilion events may be located in the Facility. The Facility is expected to host a combination of monthly parkers, transient parkers and event parking patrons. 5.2. Convention Center Car Park Operations and Maintenance. The selected Contractor will be required to provide a high standard of maintenance and operation of the Facility outlined in the attached SPECIFICATION. The selected Contractor will be required to maintain regular communication, including monthly meetings with the Authority's designated representative, maximize revenues by sound revenue control policies and by minimizing operating costs, maintain adequate financial and operational records, and provide a high level of customer service, and actively seek methods and make recommendations to improve the delivery and efficiency of parking services. The selected Contractor will be required to collect all revenues, which shall be deposited in the Authority's designated account, and will be compensated on a fee-for-services basis. 5.3. Consulting. Prior to the opening of the Facility, the selected Contractor will be required to provide consulting services in order to assist the Authority with the development of staffing and operations plans for the Facility as well as to ensure that the PARCS system is properly installed.
