The Massachusetts Department of Career Services (MDCS), the state’s workforce agency (SWA), in conjunction with the Massachusetts Department of Unemployment Assistance (DUA) and under the auspices of the Massachusetts Executive Office of Labor and Workforce Development (EOLWD), is creating a portal to accept mandatory data from training providers who register with MDCS to be on the Massachusetts Eligible Training Provider List (ETPL). The ETPL provides a listing of all programs of study that have been approved for funding through selected workforce programs. The portal will be developed as an adjunct to the TrainingPro application through which training providers currently submit data on programs of study in order to obtain approval from MDCS to have their programs of study placed on the Eligible Training Provider List. Pursuant to requirements in the Workforce Innovation and Opportunity Act (WIOA), MDCS is required to report performance on all students who have completed programs of study from providers on the MA approved Eligible Training Providers List (ETPL). Currently, MDCS reports performance to the US Department of Labor (DOL), Employment and Training Administration (ETA) only on students who have received training services as participants in WIOA Title I Adult, Dislocated Worker, and Youth programs, Trade programs, apprenticeship programs, or are receiving Unemployment Insurance (pursuant to MGL c. 151a §30(c)). MDCS must expand its current data collection from Eligible Training Providers to also include students that did not receive services under these programs. Additional data to be collected includes, but is not limited to, social security number, student contact information, and dates of program enrollment and completion, and credential awarded. As of February 2021, there are 167 training providers with 837 programs of study approved on the MA ETPL.. Developing a secure portal for training providers to submit student information and training program outcome data (e.g., start date, complete date, transfer or withdrawal date, credential attained) Developing a portal with flexibility for training providers to upload data files or direct data entry Developing a facility to generate communication notices to training providers Developing and/or modifying data storage Developing the program(s) to produce the comma delimited text files required by DOLETA Developing reports on outcomes of ETP programs of study derived from the ETP data
