General Description: The Town of West Springfield, Department of Public Works, is
requesting bids from Massachusetts Certified General Real Estate Appraisers; from the
applicants one to provide appraisal services and another separately for review appraisal services
relating to the acquisition of temporary construction easements (with a 4-year duration) and
permanent easements the properties abutting the Memorial Avenue Corridor as part of a
Roadway redevelopment Project in West Springfield Massachusetts. Work must be done
according to requirements by the Massachusetts Department of Transportation (MASSDOT).

Additional Bidding Instructions

The Town of West Springfield is inviting bids from qualified Massachusetts Certified General
Real Estate Appraisers to provide appraisal or review appraisal services for an upcoming Town
Roadway Reconstruction Project to determine fair market value of real property. There will be
two contract awards, one for the appraisal and the other for review appraisal.

There will be two (2) contract awards resulting from this Invitation for Bid. One award will be
for Appraisal Services, and the other award will be for the Review Appraisal Services.
Appraisers are encouraged to submit bid pricing for both contract awards; however, both
contracts will not be awarded to the same bidder. Each contact will be awarded independently
to the bidder that meets the Quality Requirements, has the lowest bid price, and is a responsive
and responsible bidder. In the event that the low bidder happens to be the same bidder for
both the Appraisal Services and the Review Appraisal Services, the Town will award the contract
for the Appraisal Services ONLY. The Town will then award the contract for the Review
Appraiser Services to the next lowest bidder for the Review Appraiser that is responsive and
responsible based solely on the bid price for Review Appraiser services.
