The technical/non-price proposal must contain the following which provide detailed explanations to the evaluation criteria:

1. Letter of Proposal and Commitment: This letter should provide a brief and concise overview of the company.  The letter should also state that the firm has read and understands the requirements of the RFP.  This letter must be signed by a duly authorized official of the appropriate firm.
2. Qualifications: This refers to the ability of the proposer to meet the terms of the RFP. For the Minimum Evaluation Criteria, each statement for which you select “comply”, you must include detailed information for how the system you are proposing will comply with each item.
3. Methodology and Approach: Provide a comprehensive description of proven methods and plans for carrying out the Project Scope.  Include how your system will integrate with our current systems and logs.  Philosophical approach to individual and teamwork should be considered as a part of this request.
4. Additional Items: Include all other pertinent information regarding this RFP, particularly anything that the proposer feels addresses why its business or team would be a good match for this project.
5. Sample Reports: Proposer shall submit sample reports that will be provided to the Town monthly, quarterly or annually.

The price proposal should contain an all inclusive amount for the completion of the scope of services, using the enclosed “Price Proposal”.  Variations in the number of employees and endpoint devices should be considered. The town is not providing servers or any other equipment for this project. If your system requires sensors or servers to operate, those costs must be included in your price proposal. No additional costs can be submitted or required.  No reference to costs may be included in other sections of your proposal. Pricing can only be included in the PRICE PROPOSAL.
