The City of Detroit Office of Contracting and Procurement (OCP) requests for quotes from qualified Respondents to render certain technical or professional services ("Services") as set forth in this RFQ to provide commercial cleaning and custodial services for various buildings throughout the City of Detroit. Award will be made to approved Detroit Supply Schedule (DSS) #2 – Janitorial/ Custodial suppliers only. The vendor shall perform cleaning services at each site per the specifications, (on a daily, weekly, monthly, and/or annual basis) and must provide supplies for each site per the specifications, on a weekly basis. Hart Plaza will have annual Spring-Cleaning April 1st, or later as determined by GSD if the contract is awarded after April 1st, but before October 1st; and cleaning Services to continue through November 1st of that same year. Five (5) days per week cleaning Services shall be performed at Hart Plaza to include removal of debris and homeless trash and human waste in accordance with Specification B – Facility Index. The Services will also include BIO-Hazard clean-up and disposal on an as needed basis according to OSHA standards and regulations. This includes bodily fluids and waste, solid waste, chemical clean ups or spills as needed. A. DETAILED SERVICES 1) Custodial Staff to: a) Perform custodial services. b) Provide supplies and tools necessary to perform services. c) Provide supplies at each site. See SPECIFICATION C. 2) Management Staff to: a) Provide the planning and coordination of the services. b) Provide supervision and management of the operational and custodial staff. c) Provide recommendations for the improvement of custodial services on an ongoing basis. d) Direct its employees in a manner providing for effective coordination of skills, time, purchased services, equipment and supplies. e) Provide human resources management. f) Supervise and coordinate outside contractors. g) Communicate effectively with the City’s staff by email and phone calls. 3) Provide the following: a) Equipment: Provide all equipment, vehicles, office equipment, computers, and communication devices to be used and provided in delivery of the services. The equipment proposed must be new or in good condition. Include a summary list in proposal. b) Tools: Provide power and hand tools necessary to perform services, and generally included in custodial services including but not limited to: All brooms, mops, buckets, buffers, ladders, trash containers, carts, rags, and power cleaning equipment. Include cleaning, repair, or replacement without disruption of services. c) Disposable Supplies: Provide all disposable supplies generally included in custodial services. See Specifications C and Definitions. d) Special Services Work Order System: Prepare and maintain a special services work order system, including assisting in event planning and staff scheduling for work orders related to special events set up and cleaning in conjunction with the City
