Specifications include, but are not limited to: The Contractor will have the sole responsibility to negotiate, close, and legally record the easements. This process will include: researching the parcel, contacting the landowner, determining if a survey is necessary, and if so, obtaining approval from the DNR and then obtaining the survey, determining if an appraisal is necessary, and if so, obtaining approval from the DNR and then obtaining the appraisal, researching the property deed, obtaining a full title search to ensure the owner has good title to the land and the right to legally grant easement, and negotiating with landowners and reporting back to the DNR. The process is not limited to these duties. • Obtain direction from department personnel regarding which transactions to pursue. • Meet with landowners, explain terms and answer questions about the transaction. • Obtain owner's agreement to grant property rights (on a provided purchase and sale agreement form). • Confirm current ownership and ensure they hold good title to the land by conducting a patent to present title search; provide a certificate or statement of title confirmation. • If the subject property cannot be legally described without a survey, coordinate with an area surveyor for job completion. The end product shall be a recordable survey drawing and the legal description. • If the value of the property is disputed, conduct an appraisal to determine value of land. • Compile packet of information • Submit the above to the DNR for approval. • Execute the official easement. • Record the transaction with the county register of deeds. • Provide a copy of the recorded transaction and copies of cancelled checks (front and back) to the DNR for reimbursement of incurred costs...
