Specifications include, but are not limited to: Through this RFQ the County is soliciting Statements of Qualifications (“SOQs”) from organizations capable of providing full-service management, operation and maintenance of the WTE. These services shall be provided in a safe, secure, efficient, and effective manner while:•Enabling the WTE to receive and process maximum levels of acceptable MSW to maximize revenue and minimize expenses;•Sustaining the useful life of the WTE through effective O&M;•Protecting the County’s financial obligations with respect to the WTE; and•Complying fully with all applicable federal, state and local law and regulations.The intent of the RFQ is to obtain from one or more qualified organizations (prospective “Offerors”) statements of their interest and qualifications to provide the services being solicited herein. Prospective Offerors shall submit a sealed SOQ to the County by the deadline listed in this RFQ. In their SOQ, Offerors are being asked to provide the County with information about their organizational background and experience, the experience of key individuals, and discussion of the nature of the business relationship they desire. The County encourages Offerors to comment on the terms and condition being proposed by the County (see Term Sheet in Exhibit 1), and to provide alternatives, additions, or adjustments that the Offeror feels would improve the contractual arrangements between the County and the Offeror.This RFQ is an invitation for Offerors to submit their qualifications for proposed WTE operating services to the County as provided below in Section 2. It is a means by which the County can facilitate the acquisition of information related to the purchase of services. Any SOQ submitted as provided herein constitutes a suggestion to negotiate and NOT A BID.
