THIS IS FOR MARKET RESEARCH PURPOSES ONLY – This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this Notice. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB).
INTRODUCTION:
The U.S. Army Corps of Engineers (USACE), Detroit District (LRE), is issuing this Sources Sought notice and conducting market research as a means to identify the interest and capabilities of both small and large business entities to provide armed security guard services for the USACE Soo Project Office (SPO) located in Sault Ste. Marie, Michigan.
No basis for claim against the Government shall arise as a result of a response to this Sources Sought Notice. The Government will not pay for information or comments provided and will not recognize any cost associated with the submission of responses or comments.
BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
PROJECT DESCRIPTION:
The USACE Detroit District requires Contractor security services to protect Government, civilian and Contractor personnel, facilities, and equipment within the SPO area of responsibility by provision of contract security guards. Contract security guards will not be deputized or exercise any additional authority or jurisdiction granted by local, state, or the federal Government to perform law enforcement duties on or off USACE property as part of this contract.
The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform private contract security guard services.
Services provided are to include the following:
- Basic Services: The Contractor shall provide private contract security guard services for the SPO. Each shift as outlined will be filled with the appropriate number of security guards outlined in the quote schedule per shift.
- Crowd Control: This task will include pedestrian, cart, and traffic control at all identified locations. This may include turning denying access to an area due to overcrowding, maintenance work, or lack of parking spaces. Proper and clear hand and arm signals are paramount to the safety of the guards, visitors, and USACE staff. Security guards performing this function must have experience and or training to do so.
- Security of Facilities, Public, and Government Officials: The Contractor employees will provide general security of all facilities, the general visiting public, Government officials and other Contract employees. Security Guards are needed to handle situations until official law enforcement arrives. Security Guards shall not act outside of the scope of their training.
The North American Industrial Classification System (NAICS) code is 561612 - Security Guards and Patrol Services, which has a small business size standard of $29 million. The Product Service Code (PSC) is S206 - Housekeeping - Guard. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify the firm’s business size in the attached questionnaire. Small business firms interested in performing this work are strongly urged to respond to this notice. Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions.

Please reference in the subject line "SOURCES SOUGHT Soo Security.” Responses shall be in summary format and shall not exceed five (5) pages.
All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought notice.
